PAP-DIB course available online
The Partnership Action Plan on Defense Institutions Building (PAP-DIB) was launched on June 28, 2004 during the NATO Istanbul summit. "We have launched today a Partnership Action Plan on Defence Institution Building. We encourage and support Partners to make full use of this new instrument to build democratically responsible defence institutions" - states the Istanbul Summit Communiqué issued by the Heads of State and Government participating in the meeting of the North Atlantic Council.
PAP-DIB is an integral part of the Partnership for Peace. It is focused on the implementation of democratic institution building in the defence and security sphere.
PAP-DIB aims to reinforce efforts by EAPC Partners to initiate and carry forward reform and restructuring of defence institutions to meet their needs and the commitments undertaken in the context of the Partnership for Peace Framework Document and EAPC Basic Document, as well as the relevant OSCE documents including the OSCE Code of Conduct on Politico-Military Aspects of Security.
Individual Partnership Action Plan (IPAP) and PfP Planning And Review Process (PARP) serve as primary instruments for pursuing PAP-DIB objectives.
PAP-DIB codifies the vital role of education in the transformation process. In particular, it prescribes conferences,workshops, and mentoring initiatives as primary vehicles for fostering cooperation and dialogue between transformation theorists and scholars and the end-users in the military and defense communities. However, a simple exchange of ideas is not enough. These educational venues must bridge the gap between core concepts and practical approaches for capability development.
With funding from Swiss MoD and in coordination with GCSP and ISN, DCAF has commissioned a PAP-DIB ADL course - based on DCAF products - for use by professionals and CSOs in PfP member states.
The course teaches how to develop and consolidate democratically accountable and managerially effective defense institutions. It targets early/mid-career officers and civil servants from defense insitutions, including:
Citizens working within governments
Professionals in defence
Professionals directly involved in DIB and interested in one ore more issues thereof
People of the civil society working in the field of SSR
Parliaments (Parliamentarians, as well as staff)
Targeted at Central Asia and the Caucasus, the Partnership Action Plan on Defence Institution Building (PAP-DIB) is principally focused on defense reform and reflects NATO’s conviction that bringing defense institutions under firm civilian and democratic control is “fundamental to stability in the Euro-Atlantic area and essential for international security co-operation.” To some degree, NATO’s efforts to enhance its existing partnerships with the Central Asian and Caucasus states and develop new ones in the Middle East reflect a determination that cooperative security is possible even in the absence of shared values.
Switzerland, as a member of the Partnership for Peace, has supported PAP-DIB from the beginning. This e-learning course is a Swiss contribution to the further implementation of the Defence Institution Building program.
This course:
- contains factual, conceptual and procedural information on how democratically responsible defence insitutions are set up and run;
- targets early/mid-career officers and civil servants from defence insitutions and courses at EAPC/PfP defence academies and educational insitutions;
- offers effective learning for all 10 objectives of PAP-DIB. The learning path comprises self-contained modules, which can be taken individually or as a “whole”;
- is free of charge and can be easily used by anyone and adapted by an institution.
